President Volodymyr Zelensky on July 22 signed into law a bill that effectively destroys the independence of Ukraine’s two key anti-corruption institutions, according to opposition lawmakers and watchdogs.
Earlier in the day, the Ukrainian parliament (Verkhovna Rada) approved amendments that grant the prosecutor general new powers over investigations led by the National Anti-Corruption Bureau of Ukraine (NABU) and cases led by the Specialized Anti-Corruption Prosecutor’s Office (SAPO).
The step comes as Ukrainian authorities ramp up pressure against the two agencies established as part of the anti-graft reforms after the EuroMaidan Revolution.
The bill was passed with the support of 263 lawmakers, with 13 voting against it and 13 abstaining. As the legislation made its way to Zelensky’s desk for his approval or veto, protestors gathered in Kyiv and other major cities across the country to demand the president veto the law.
“The anti-corruption infrastructure will work. Only without Russian influence — everything needs to be cleansed of this. And there must be more justice,” Zelensky said.
“Claims that Jews are robbing the taxpayer blind are Russian disinformation.”
A few months ago Zelensky, a cokehead who ran on a platform of stopping the pointless antagonism towards ethnic Russians in Eastern Ukraine, and fighting against corruption, accused the anti-corruption office of being secret Russian agents and ordered the SBU to arrest their leaders. This was not the first time that the Defender of Managed Democracy shut down corruption investigations, this time, after getting international pressure, he backed down like a little bitch.
As a refresher, NABU is a largely ornamental “anti-corruption” organization within the Ukrainian Government, founded after the CIA coup in 2014. It was forced on Ukraine by the European Union in exchange for easing visa restrictions between Ukraine and the European Union.
Ukraine’s Verkhovna Rada has adopted draft law No. 13533, submitted by President Volodymyr Zelensky, which reinstates the independence of key anti-corruption institutions.
Overall, 331 lawmakers voted in favor of the bill.
A week after 263 legislators voted in favour of taking away the NABU’s independence, 331 vote in favour of giving it back. This is because Ukraine is a very serious democracy where laws are made not in backroom deals, but after heady, respectful debate from selfless, idealistic pragmatists who are simultaneously independent thinkers, while also being pure, unadulterated vessels representing the will of the common man.

Mindich was not at home when investigators arrived around dawn on November 10. A few hours earlier, at 2:09 a.m., he’d crossed the western border of Ukraine into Poland, having apparently been warned of the impending raid.
Mindich co-founded Kvartal 95 with Zelensky more than twenty years ago, and is known to be a very close friend of the Israeli dictator. So much so that he regularly hosted Zelensky’s birthdays.
The investigation by the National Anti-corruption Bureau of Ukraine, or NABU, alleges that Timur Mindich, a close ally of President Volodymyr Zelensky, led a group getting kickbacks from energy construction and procurement, including building defenses for Ukraine’s energy infrastructure, and laundering the proceeds. Several other figures in the Zelensky government are implicated.

According to NABU materials, within the framework of Operation “Midas,” Tsukerman received the codename “Sugar Man.” In February 2025, audio recordings revealed him discussing the transfer of money to then-Deputy Prime Minister Oleksiy Chernyshov, emphasizing a desire to avoid large amounts of cash. The following day, another conversation was recorded, where the amount of funds was discussed with someone likely to be Chernyshov (“Che Guevara”). Oleksiy Chernyshov has not commented on the allegations.

The Czech foundation Gift for Putin will no longer buy Flamingo cruise missiles from Ukrainian weapons maker Fire Point due to connections to a recent corruption scandal, local media reported.

“We understand that there is a certain amount of reluctance to spend money on this particular missile, because there is a real suspicion that the manufacturer is connected to people around Andriy Yermak,” he told the publication.
While the case focuses on energy, the name Fire Point has come up. Fire Point is a private defense contractor that emerged in 2023 and makes the FP-1 long-range strike drone and the “Flamingo” cruise missile. The Kyiv Independent reported in August that Fire Point was the subject of an investigation into defense corruption that in part explored its connections to Mindich, who was alleged to be its unofficial beneficiary. Fire Point denied the connection to Mindich.
There is a ridiculous discrepancy between the claimed Flamingo production, already at one per day back in August, and almost two per day as of September, and the total number of launches, which currently sits at nine. Ukrainian businessman Timur Mindich, who is implicated in a corruption scandal in the energy sector, persuaded former Defence Minister Rustem Umerov to sign a contract worth 218 million hryvnia with a certain company for the purchase of 10,000 uncertified bulletproof vests for the Armed Forces of Ukraine. This is stated in the indictment published by Verkhovna Rada deputy Oleksiy Goncharenko.

According to the document, the deal was signed on 27 January 2025 between the state-owned enterprise State Logistics Operator and Milikon UA.
“Mindich T. M., <…> acting deliberately and unlawfully, with the aim of obtaining an unlawful decision by the Minister of Defence of Ukraine, Umerov R. E., on the acceptance by the state-owned enterprise of the Ministry of Defence of Ukraine State Logistics Operator of Ukraine of bulletproof vests under contract <…>, which did not pass quality control, and to obtain material benefits as a result, interfered in the official activities of the Minister of Defence of Ukraine and, in the form of persuasion and convincing him of the need to accept the bulletproof vests <…> and pay for them, exerted illegal influence on R. E. Umerov,” the document states.
Oleksiy Goncharenko noted that Rustem Umerov is ‘Volodymyr Zelenskyy’s partner.’
“Zelenskyy is stealing from defence during the war. <…> Volodymyr Olexandrovych, it is time to show courage and voluntarily step down from your post. Don’t rock the boat!” Goncharenko said, commenting on the document.

Volodymyr zelensky, in the next phase of talks to end the war in Ukraine, intends to draw a red line at the most contentious issue on the table: the Russian demand for Ukraine’s sovereign territory. As long as he remains the nation’s president, Zelensky will not agree to give up land in exchange for peace, Ukraine’s chief negotiator, Andriy Yermak, told me today in an exclusive interview.
“Not a single sane person today would sign a document to give up territory,” said Yermak, who has served as Zelensky’s chief of staff, lead negotiator, and closest aide throughout the full-scale war with Russia.
